Singapore and Bhutan Strengthen Cooperation in the Area of Aircraft Accident and Incident Investigation

1.     Singapore and the Kingdom of Bhutan signed a Memorandum of Understanding (MOU) to enhance cooperation relating to Aircraft Accident and Incident Investigation, in Thimphu, Bhutan, on 19 May 2023.

2.     The MOU was jointly signed by Mr YEE Ping Yi, Deputy Secretary (Strategy, Sustainability and Technology), Ministry of Transport, Singapore, and Mr Phuntsho TOBGAY, Secretary, Ministry of Infrastructure and Transport, Royal Government of Bhutan.

3.     Under the MOU, Singapore and Bhutan will strengthen cooperation in aircraft accident and incident investigation, investigation training and the sharing of information and expertise. The Transport Safety Investigation Bureau of Singapore (TSIB), a division under the Ministry of Transport, Singapore and the Aircraft Accident Investigation Unit of the Ministry of Infrastructure and Transport, Royal Government of Bhutan have developed a close relationship since 2016.The signing of this MOU is another step in building closer ties between MOT and MoIT.

4.     “The MOU signed between Singapore and the Kingdom of Bhutan is testament to the warm relations between our countries. It shows our collective commitment towards enhancing our cooperation in aviation safety,” said Deputy Secretary Yee.

5.     Secretary Tobgay said, “The AAIU, Bhutan, is currently constrained by human resources and technical capacity and the MOU is an important milestone in the bilateral relation and collaboration which we already share. This will further enable knowledge sharing and access to capacity for AAIU in terms of aircraft accident and incident investigation.”
