Written Reply to Parliamentary Question on Enhancements to Existing Safety Measures and Protocols at LTA Worksites

Mr Melvin Yong Yik Chye asked the Minister for Transport in view of the workplace safety incidents at LTA worksites over the past year, including the incident on 17 September 2024 at the North-South Corridor worksite in Lentor Avenue where two workers lost their lives 

a.     what are the existing safety measures and protocols between LTA and its contractors and subcontractors to prevent workplace safety incidents at LTA worksites; and 

b.     whether the Ministry plans to impose enhanced safety standards and measures for its contractors and subcontractors at all LTA worksites.

Reply by Minister for Transport Chee Hong Tat:

1.     The Land Transport Authority (LTA) is committed to ensuring Workplace Safety and Health (WSH) in all its construction projects.

2.     LTA adopts a multi-pronged approach and has progressively introduced additional safety measures and requirements over the years. For example, LTA provides mandatory safety training to its contractors, and has fully adopted the Multi-Agency Workplace Safety Taskforce recommendations on improving WSH. LTA has also intensified surprise inspections to ensure compliance with WSH standards.

3.     In July 2024, LTA launched the Zero-accident Action Plan 2.0 (ZAP 2.0) – a commitment by LTA and its contractors to strengthen safety fundamentals at worksites through strengthened supervision.

4.     LTA will continue to work closely with its contractors to ensure the safety of all workers.
